PH Defense and Police Attachés Organise Security Briefing in Islamabad

ISLAMABAD, 14 May 2026 — The Office of the Philippine Defense and Armed Forces Attaché (OPhilDAFA) and the Office of the Philippine Police Attaché (OPPA) to Pakistan, in collaboration with the Pakistan Institute for Conflict and Security Studies (PICSS), conducted a security briefing entitled “Evolving Security Dynamics in South and Southeast Asia: Implications for Diplomatic Missions and Foreign Nationals” at the Best Western Premier Hotel, Islamabad.

The briefing was convened to examine the convergence of contemporary security threats, including terrorism, insurgency, and hybrid warfare, as well as their implications for diplomatic missions and foreign nationals operating in complex security environments. It further highlighted spillover risks associated with instability along the Afghanistan–Pakistan corridor and underscored the importance of structured mechanisms for information sharing and the strengthening of regional cooperation frameworks aimed at enhancing collective preparedness and resilience.

The event was graced by the presence of the Philippine Ambassador to Pakistan, Dr. Emmanuel R. Fernandez, and his spouse, Mme. Alice Kalaw-Fernandez. It was likewise attended by the ambassadors of Indonesia, Malaysia, Brunei, and Myanmar, as well as defense and police attachés from various embassies and high commissions in Islamabad, reflecting broad diplomatic engagement on shared security concerns.

The briefing featured presentations by Dr. Gul Dad, Director of Research of the Pakistan Institute for Conflict and Security Studies, and Mr. Abdullah Khan, Managing Director of the same institute. Both resource speakers provided in-depth and policy-relevant analyses of evolving regional security dynamics, with particular emphasis on emerging threat convergence, risk mitigation strategies, and cooperative security frameworks. Their presentations were noted for their clarity, balance, and practical relevance to the concerns of diplomatic missions.

In his remarks, Ambassador Fernandez expressed appreciation to the organizers and resource persons for what he described as a timely and highly relevant briefing. He emphasized that understanding evolving security dynamics is essential for diplomats and foreign missions, particularly in environments shaped by rapid and overlapping security challenges.

He further noted that accurate information and professional analysis are indispensable tools for sound decision-making, enabling diplomatic missions to better protect their personnel and communities while responding effectively to emerging risks. He stressed that structured engagement such as this strengthens preparedness and promotes a shared understanding of regional security realities.

The event concluded with a fellowship and informal exchanges among participants, reaffirming the importance of continued collaboration between diplomatic missions and security institutions in addressing evolving regional challenges. END
