Philippines - Pakistan Bilateral Relations
The Philippines and the Islamic Republic of Pakistan formally established diplomatic relations on 9 September 1949, grounded in shared aspirations for peace, development, and regional stability. Since then, bilateral relations have steadily evolved through sustained political dialogue, expanding trade cooperation, defense exchanges, cultural engagement, and mutual support in regional and multilateral fora. The Philippines maintains its Embassy in Islamabad, while Pakistan is represented in Manila.
A firm legal foundation underpins the relationship. The Treaty of Friendship, signed in Washington on 3 January 1951, affirmed mutual goodwill and cooperation between the two countries. This was followed by a Cultural Agreement (Rawalpindi, 15 August 1961), a Trade Agreement (29 September 1961), and an Agreement on Air Services, which entered into force on 16 July 1949, facilitating civil aviation and connectivity. In May 2022, both sides further strengthened ties through a Memorandum of Understanding on Defense Cooperation, formalizing exchanges and consultations between their respective defense establishments.
High-level engagements have reinforced the partnership across bilateral, regional, and multilateral platforms. In 2005, then Foreign Secretary Alberto G. Romulo visited Islamabad to advance cooperation in trade, counter-terrorism, and education. That same year, the Philippines extended humanitarian assistance to Pakistan following the South Asian earthquake. Pakistan reciprocated in 2013 by providing assistance to the Philippines after Typhoon Yolanda, reflecting solidarity in times of crisis. Subsequent policy consultations and the re-establishment of defense attaché representation further deepened institutional links.
Within the regional context, the Philippines actively advances engagement with Pakistan through the ASEAN Committee in Islamabad (ACI), one of the ASEAN Committees in Third Countries and International Organizations established under Article 43 of the ASEAN Charter. Through the ACI, ASEAN Missions in Islamabad collaborate on public diplomacy initiatives, trade and investment dialogues, cultural activities, and partnerships with Pakistan’s Ministry of Foreign Affairs, academic institutions, and business chambers. This mechanism strengthens ASEAN–Pakistan relations while reinforcing ASEAN centrality and collective diplomacy.
Today, Philippines–Pakistan relations remain cordial and constructive, anchored on longstanding agreements, regular dialogue, and practical cooperation in political, economic, cultural, transport, and defense spheres. People-to-people exchanges and commercial linkages continue to expand, reflecting a forward-looking partnership built on mutual respect and shared interests.
The Philippine Embassy in Islamabad is currently accredited to the Islamic Republic of Pakistan and to Afghanistan, and provides essential consular and assistance-to-nationals services to Filipinos within its jurisdiction.
