Philippine Embassy In Islamabad Welcomes New OPhilDAFA Administrative Assistant

ISLAMABAD, 17 August 2026— The Embassy of the Republic of the Philippines in Islamabad warmly welcomed Master Sergeant (MSg.) Pedro G. Mangulad, Jr. PN(M) as the new Administrative Assistant of the Office of the Philippine Defense and Armed Forces Attaché (OPhilDAFA), succeeding MSg. Francisco A. Montuerto, PA.

MSg. Mangulad arrived in Islamabad on 12 August 2026 together with his spouse, Ms. Mythel A. Mangulad, and their son, Mstr. Gabriel Peter A. Mangulad. The Mangulad family paid a courtesy call on the Philippine Embassy, accompanied by outgoing OPhilDAFA Administrative Assistant MSg. Montuerto and his spouse, Ms. Gina T. Montuerto.

The courtesy call provided an opportunity for the Embassy to formally welcome the Mangulad family to Pakistan and to facilitate a warm transition between the outgoing and incoming OPhilDAFA administrative assistants. The Embassy expressed its appreciation to MSg. Montuerto for his service and contributions during his assignment, while extending its best wishes to MSg. Mangulad as he assumes his new responsibilities.

A member of the Armed Forces of the Philippines (AFP) for more than 25 years, MSg. Mangulad enlisted on 15 July 2000 and began his career with various units of the Philippine Marine Corps (PMC). His professional development has included extensive experience in military intelligence, personnel and administrative functions, and field operations. After completing the Enlisted Personnel Intelligence Course in 2018, he was assigned to various field units, where he worked closely with communities and contributed to strengthening operational effectiveness. He has likewise received various military and civilian recognitions for his service in the intelligence and security field.

MSg. Mangulad also brings international experience to his new assignment. In 2015, he served as part of the Security Team of the 18th Philippine Contingent to Haiti (18th PCH) under the United Nations, for which he was awarded the United Nations Service Medal in recognition of his service.

As Administrative Assistant of OPhilDAFA, MSg. Mangulad will support the Office in carrying out its administrative and operational requirements and in facilitating the work of the Philippine Defense and Armed Forces Attaché in advancing defense and military-to-military cooperation between the Philippines and Pakistan.

The Embassy likewise welcomed the presence of the Mangulad family, recognizing that overseas service is a shared undertaking involving not only the public servant but also the spouse and family members who accompany and support them. MSg. Mangulad’s own career reflects a strong grounding in service, discipline, mentorship, integrity, and family, values that he continues to carry into his new assignment abroad.

The transition also provided an opportunity to recognize the contribution of MSg. Montuerto and his family, whose time in Islamabad has contributed to the work and fellowship of the OPhilDAFA and the Embassy’s One Country Team.

The Philippine Embassy looks forward to working closely with MSg. Mangulad and the OPhilDAFA team as it continues to support the Philippines’ defense diplomacy and strengthen the longstanding friendship and security cooperation between the Philippines and Pakistan.
