Collection and Use of Sex- and Age-Disaggregated Data in Consular Services

The Philippine Embassy in Islamabad systematically collects sex- and age-disaggregated data (SADD) in the delivery of its consular services, including but not limited to passport issuance, civil registration, notarization, Assistance-to-Nationals (ATN), and community outreach activities. This data is recorded as part of routine service delivery and client profiling, capturing key demographic information such as sex, age group, and, where relevant, other vulnerability indicators.

The collection of such data is aligned with the mandates and guidance of the Philippine Commission on Women (PCW), particularly in support of the Magna Carta of Women (Republic Act No. 9710) and the institutionalization of gender mainstreaming across all government agencies.

At its core, sex-disaggregated data refers to statistical information that distinguishes between women and men, allowing agencies to measure differences in access, participation, and outcomes.

When combined with age and other variables, such data becomes a critical input for identifying gender gaps, vulnerabilities, and patterns of inequality.

Consistent with PCW guidance, the Embassy utilizes SADD for the following key purposes:

  1. Evidence-based Planning and Programming
  2. Sex- and age-disaggregated data enable the Embassy to identify which groups are accessing consular services, and which may be underserved. This informs the design of targeted programs, including gender-responsive consular missions, welfare assistance, and community engagement initiatives.

  3. Identification of Gender Issues and Risks
  4. The analysis of SADD allows the Embassy to surface gender-related concerns such as disproportionate vulnerabilities of women, youth, or elderly Filipinos abroad, particularly in cases involving trafficking, abuse, or labor exploitation.

  5. Monitoring and Evaluation of GAD Programs
  6. SADD supports the tracking of participation and outcomes of GAD-related activities, ensuring that interventions are responsive and inclusive. It also serves as a basis for reporting in the GAD Accomplishment Report (GAR) and other monitoring tools required by PCW.

  7. Policy Development and Institutional Decision-Making
  8. Gender statistics derived from SADD contribute to broader policy recommendations within the Department of Foreign Affairs, particularly in enhancing Assistance-to-Nationals protocols, contingency planning, and service delivery standards.

  9. Contribution to National Gender Statistics and GAD Database
  10. As part of the whole-of-government approach, the Embassy’s data feeds into the broader GAD database and supports national-level gender statistics, which are used for policymaking and measuring progress toward gender equality.
In broader terms, the collection and utilization of SADD directly contribute to the Philippines’ gender mainstreaming objectives, particularly:
