The Chancery
The Chancery of the Embassy of the Republic of the Philippines in Islamabad serves as the official premises for the conduct of the Philippines’ diplomatic and consular affairs in the Islamic Republic of Pakistan. It stands as a symbol of the Philippines’ enduring commitment to strengthening bilateral relations and advancing mutual cooperation between the two countries.
Occupying a land area of 5,857 square meters, the Chancery is located at Plots 3, 4, and 5 on Zhou Enlai Avenue within the Diplomatic Enclave in Islamabad. The property was allocated to the Philippine Government by the Government of Pakistan in 1966, reflecting the early foundations of Philippines–Pakistan relations. The lot was subsequently leased to the Embassy in perpetuity.
The Chancery houses the Consular, Political, Economic, and Administrative Units of the Embassy. From these offices, the Embassy advances Philippine interests, deepens diplomatic engagement with Pakistan, and delivers essential services to the Filipino community throughout the country.
Although the lot was allocated in 1966, site development commenced only in 1999 with the construction of the front perimeter wall. The rear and side perimeter walls were later constructed by the neighboring embassies of Kuwait and Qatar.
Full development of the property began in 2011, forty-five years after its allocation. During the tenure of Foreign Affairs Secretary Albert F. del Rosario and under the administration of President Benigno S. Aquino III, then Ambassador Jesus Yabes proposed and initiated the construction of both the Chancery and the Ambassador’s Residence. The architectural design was undertaken by Abdullah Khan Architects of Pakistan and was inspired by the Banaue Rice Terraces, reflecting a distinct element of Philippine heritage. Construction commenced the following year, with Gold Roof (Pvt.) Ltd. of Pakistan serving as the contractor.
The Embassy formally transferred to the new Chancery complex upon its completion on 17 February 2016, during the leadership of Ambassador Daniel R. Espiritu.
The Chancery building rises two storeys, with a third-floor external extension, combining functionality with architectural elements that subtly evoke Philippine identity within Islamabad’s Diplomatic Enclave.
